Luis Alberto Ochoa Carrera
Mr. Ochoa Carrera is the Head of the Epidemiological Surveillance and Research Laboratory Network of the Mexican Institute for Social Security (IMSS) from the Ministry of Health, Mexico. Me Ochoa Carrera worked as the biosafety and biosecurity officer coordinating the high containment biosafety level three (BSL-3) laboratory at Mexico's National Reference Laboratory at InDRE (Mexico City, Mexico). He is responsible for collaborating across the Mexican government on preparing for infectious disease outbreaks, and he represents Mexico at international forums to include the Biological Weapons Convention and the Australia Group. He is past-president of the Mexican Biosafety Association and has held leadership positions within the American Biological Safety Association (ABSA-International) as Councilor. Mr. Ochoa Carrera earned his Master's Degree in public health management (biological risk management) and his Bachelor's Degree in biochemistry and pharmaceuticals from the Universidad del Valle de Mexico.
