Extremists have emerged from the dark web to exploit social media to broadcast their narratives and recruit impressionable youth. Governments, on the other hand, have been hampered in their ability to fight extremist narratives for several reasons, including recent NSA allegations and restrictions on entering religious conversations. This panel will bring together government officials, NGOs, and the tech community to explore ways to confront the vibrant extremist activities on the Internet and social media while firmly protecting personal freedoms and the free expression of ideas. We will discuss the success & failure of various programs, the evolving social media strategies of extremist groups, and try to find a common ground that reduces real-world violence and builds resilience among communities at risk.
