Ruth Hughs

Ruth Ruggero Hughs, former Texas Secretary of State, is a partner at Kelly Hart’s Austin office and co-chairs the firm’s Public Law group. Her practice is focused on Public Law, helping businesses navigate the complex landscape where legal requirements, policy, and governmental processes converge. Her work includes advising on international transactions and trade matters, government procurement, energy regulation and policy issues, corporate governance and crisis counseling, as well as federal and state regulatory matters and public policy. Ms. Hughs brings decades of combined legal, governmental, and political experience to a comprehensive suite of services for corporate, public, and private clients at the federal, state, and local levels.
