Michael Palmer

Michael Palmer is the Chief Experience Officer (CXO) and Associate Chief Information Officer (CIO) at the Bureau of Industry and Security (BIS) within the U.S. Department of Commerce. Previously, Michael led technology modernization initiatives for the United States Digital Service (USDS) at the White House and at the Department of Homeland Security (DHS) as USDS tackled digital transformation projects across government. Michael has designed and managed over $5 billion in government technology programs at a variety of agencies and has received awards for innovation and leadership. Michael recently led modernization activities in mission areas such as export control, immigration services, space exploration, and emergency management.
