Maryland Alliance For Justice Reform

Dr. Crystal R. Francis is passionate about advancing positive social change in the justice reform space. She uses her expertise as a program analyst, policy consultant, and public speaker to address the stigmatizing effects of poverty, homelessness, and mass incarceration in America. As the Vice President of the Maryland Alliance for Justice Reform, she leads Maryland's largest grassroots criminal justice advocacy nonprofit working to improve public safety and end unnecessary incarceration in Maryland. Dr. Francis also serves as the Community Representative for Baltimore County's Equitable Policing Advisory Council, helping the local police department reform its community policing practices among communities of color. Her work was integral in the development and passage of the 2020 SMART Policing Act. Dr. Francis is the former Associate Director of Georgetown University's Pivot Program, an entrepreneurship-oriented workforce development program designed for people returning home after serving time in prison.
She holds a Bachelor's degree in Criminal Justice from the University of Maryland Eastern Shore, a Master's in Homeland Security Management from Towson University, and a Ph.D. in Public Policy and Administration from Walden University. She is a proud member of Delta Sigma Theta Sorority Incorporated and the Fulbright Association.
