The world's fifth-largest economy, the state of California, is investing in creating a more inclusive economy to lift up underserved communities and bridge the gap of inequality. It is a complex undertaking requiring collaboration between cities, counties and the state. Cities are taking bold steps to change the trajectory of their communities with investments in transit, affordable housing and access to education. There are many hurdles to overcome as they work to increase participation, job opportunities and upward mobility of socially disadvantaged groups.
