Director of Innovative Program Acquisitions
US Customs and Border Protection

Rose Marie Davis is the Director of Innovative Program Acquisitions for the Office of Field Operations (OFO) at U.S. Customs and Border Protection. Ms. Davis also serves as a Portfolio Acquisition Executive and leads a team of program managers, engineers and acquisition support staff.

Prior to her role as Director, Ms. Davis serves as a Section Chief for the United States Visitor and Immigrant Status Indicator Technology (US-VISIT) Program, a component of the National Protection and Programs Directorate (NPPD). Ms. Davis has supported the US-VISIT program since it was established in March 2003, as one of the initial programs within the U.S. Department of Homeland Security (DHS).  US-VISIT was established to accurately record the entry and exit of travelers to the United States by collecting biographic and biometric information—digital fingerprints and photographs.

Prior to joining DHS in federal service in 2005, Ms. Davis was a senior developer for CIBER.  In that role, she supported the development of many information technology systems for CBP and the legacy U.S. Customs Service to enhance security and facilitate legitimate trade and travel.

Ms. Davis earned a bachelor’s degree in Mathematics with a concentration in computer science from Pennsylvania State University.  In addition, Ms. Davis holds a master’s certificate in Project Management from the George Washington School of Business and is a certified Project Management Professional (PMP).
