Elina Zlotchenko

Elina Zlotchenko has over 18 years of professional experience in Long Range Transportation Planning, Transportation Program Management, and in recent years, in Intelligent Transportation Systems (ITS). Elina is a registered Program Management Professional. She received a Master’s degree in Civil Engineering from the University of Tennessee-Knoxville and a B.S. in Mathematics from the University of Haifa in Israel. Elina is a Program Manager with the Intelligent Transportation Systems (ITS) Joint Program Office (JPO) at USDOT. Elina is responsible for the Vehicle to infrastructure (V2I) and MARAD Programs as well as Smart City, Columbus Evaluation Project. Prior to current position, Elina worked in private sector and for over 15 years at the North Carolina Department of Transportation (NCDOT). There, she held position of State RPO Program Manager since 2005.
