Carolyn Ingram is currently the Senior Vice President of Policy & Government Advocacy at Molina Health Care. In this capacity, Ms. Ingram leads all local, state, and federal lobbying efforts for legislative and regulatory issues impacting the company. Ms. Ingram drives Molina’s policy agenda operating in 14 states and Puerto Rico covering 3.8 million lives. She proactively builds innovative policy and programmatic solutions for Marketplace, Medicare and Medicaid agencies and the company’s federal partner’s most pressing issues.

Prior to joining Molina, Ms. Ingram served as the Senior Vice President with the Center for Health Care Strategies (CHCS). She served as Medicaid Director for the state of New Mexico from 2003 to 2011 where she drove the development and implementation of the state’s first Managed Long-Term Services and Supports program and expanded programs to cover uninsured adults. Ms. Ingram served as Vice Chair of the National Association of Medicaid Directors, Chair of the New Mexico Medical Insurance Pool, and was a Fellow in the inaugural class of the Medicaid Leadership Institute, a Robert Wood Johnson Foundation leadership program.

Ms. Ingram has a bachelor's degree from the University of Puget Sound and an MBA from New Mexico State University. Besides being a healthcare policy geek, Ms. Ingram enjoys horseback riding, hiking, and skiing in the mountains of New Mexico. Ms. Ingram also played center for her high school state championship basketball team.
