Michael Metzler
Mr. Metzler is the Director of USAID’s Development Credit Authority (DCA), an innovative U.S. government loan guarantee program that unlocks private financing for development. DCA's model is to replace donor grants and subsidized financing with private commercial lending through the use of U.S. Treasury-backed guarantees. This approach supports the expansion of private lending and investment in developing countries at a fraction the cost of traditional donor grants and subsidized financing. It also leaves behind sustainable commercial lending in critical development sectors often untouched by formal commercial finance, including health, agriculture, environment, and clean energy. To date, DCA guarantees have mobilized over $5.4 billion of private financing in over 78 countries. Prior to his DCA work, Mr. Metzler managed a $175 million portfolio of projects focused on regulatory reform, local economic development, agriculture, and enterprise competitiveness in Serbia. He has also served as a special assistant and adviser to several USAID administrators on issues related to financial markets, macroeconomic policy and regulatory reform.
