Roslyn Layton PhD promotes evidenced-based regulation for internet policy. She helps policymakers use data to make decisions and produce key performance indicators to measure and track results. Roslyn has studied net neutrality rules in over 50 countries, organized them based upon their legal instrument, and found that those countries with used voluntary, multi-stakeholder agreements produced the most third party applications by so-called "edge providers" fiver years after rules had been in place. There is no evidence to suggest that countries with "harder" rules get better results. Roslyn has also demonstrated how some 10 million people use free data and zero rated mobile broadband to access AIDS information and prenatal care. Roslyn is a fellow at the American Enterprise Institute in Washington DC and at Aalborg University in Denmark. She has a professional background in software analytics and has worked in Silicon Valley for Coremetrics IBM and at TCS Innovation Labs in Hyderabad, India.
