We live in a global community that is completely dependent on information technology yet also highly vulnerable to malevolent actors seeking to disrupt our digital infrastructure, deny freedom of speech, and threaten the innovation economy. The United Nations and other diplomatic fora have begun discussing cyber arms control, but none has forwarded a feasible strategy for achieving peaceful deterrence. In this session, the former National Intelligence Officer for Cyber Issues (and expert on international humanitarian law) will explain what is actually needed to prevent cyber wars, protect intellectual property, defend privacy rights, and safeguard our collective future on a global scale.
