Before his current position, he served as advisor in the same Secretariat; he was security adviser
for the Mayor of Santa Fe de Bogota. From 1993 to 1995 he was Advisor to the Ministries for Modernization of the State Peace and National Defense and Security of the Presidency of the Republic and an adviser to the Vice - Rector of the University of Colombia from 1991 to 1992 and professor of chair undergraduate and graduate Department of science Policy at the University of the Andes. He studied sociology at the National University of Colombia and specialized in courses in Economic Reforms and Strategic Public Management and the first International Course on Preparation and Evaluation of Public Safety in the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) in Santiago de Chile as well as an Integral Course of National Defense in the War College of Colombia.
