As US cities struggle with rising numbers of homeless residents and a dearth of affordable housing, Mayors and local leaders are increasingly using data and evidence to address the housing crisis through results-driven contracting with outside providers, performance management programs targeted to housing creation, blight reduction, and other data-driven tools. Can these efforts make a difference – and how?
