Cities across the country have become labs for all kinds of innovation. They're small enough to focus on key issues and with the right leadership can achieve great things. While making a difference in a city is never easy but for cities without large budgets, prominent corporate and entrepreneurial champions there is a way to bootstrap their way to become hubs for startups and innovation.
