MR. ROBERT A. GOLD Director, Information Systems & Cyber Security Office of the Under Secretary of Defense for Acquisition, Technology & Logistics CURRENT ASSIGNMENT: From 2008 to the present, Mr. Gold has been a member of the Senior Executive Service as the Director, Engineering and Advanced Prototypes, Deputy Director, Space & Intelligence, and, since November 2011, the Director, Information Systems & Cyber Security. From 2003 to 2008, Mr. Gold served as the senior staff member for software and embedded computing, he was responsible for the technical oversight of DoD science and technology activities in software, embedded computers, as well as computer systems development associated with current and future Defense systems and for technical assessments associated with software and computer engineering applications. He provided expert technical advice to DoD management at all levels including leading assessments of Missile Defense Agency Initial Defensive Operations, SBIRS-High signal processing, Joint Strike Fighter avionics architecture, F-18 AESA radar upgrade. He provided review, oversight, and advocacy for the Information Systems Program and the Computer and Software Technology area, and development of the Battlespace Awareness chapter of the Joint Warfighting S&T Plan. From 2002 to 2003, Mr. Gold was the Acquisition Assistant in the Defense Systems, Software-Intensive Systems Office. Mr. Gold provided technical expertise for three major acquisition programs by reviewing program efforts for significant software-related issues and providing lessons learned to program practitioners (Air Force F-22, Army Future Combat System and future STANDARD Missile). Mr. Gold represented software-related issues to the DoD 5000.1, 5000.2 and the Defense Acquisition Guidebook policy group where he participated in major document streamlining effort and translated software-related legislation into policy. Mr. Gold initiated efforts to update DAU Software Acquisition Management series courses to reflect current practice, policy and legislation and revamp the IT Career Field including core competencies, typical assignments, and promulgation of new career field philosophy to acquisition career managers. Finally, Mr. Gold was an active member of the US/UK Bilateral Exchange on Software Acquisition where he coordinated US efforts to improve software acquisition with similar UK efforts. From 1986 to 2002, Mr. Gold served in a variety of acquisition and engineering positions at Naval Sea Systems Command on Surface Combatants and Fast Attack Submarines. He managed the multi-million dollar software efforts for the STANDARD missile portion of the Navy Area Theater Ballistic Missile program and the Navy’s Cooperative Engagement Capability (CEC). Mr. Gold was also responsible for the support and in-service upgrades of the vertical missile launch systems and ship alterations associated with attack submarine Combat Systems. For the Virginia Class submarine program, Mr. Gold oversaw the completion of all milestone documentation and delivery to Navy and DoD oversight activities. Mr. Gold also managed the fiber optic cable plant and associated networking equipment for interconnecting all the combat and HM&E systems on the platform. As lead for the integration of the Combat Systems and Non-Propulsion electronics, Mr. Gold established systems engineering resources and processes for a revolutionary (at that time) data-centric approach to integration. EDUCATION: Mr. Gold earned a B.S. in Electrical Engineering from Lehigh University and a MS in Systems Engineering from Virginia Polytechnical Institute. He also holds a Public Management Certificate from IUPUI. He has published and lectured in software acquisition, software assurance, and Technology Readiness Assessments and has chaired and sponsored workshops and conferences on software. He is a member of the Defense Acquisition Workforce and is Level III qualified in Program Management, Systems Engineering, and S&T Management.
