Rachel Lipson is a Senior Policy Advisor in the CHIPS Program Office at the U.S. Department of Commerce, where she focuses on workforce and economic development and the formation of resilient regional innovation clusters to support the growth of the domestic semiconductor industry. Prior to joining the Department, Rachel co-founded and directed Harvard’s Project on Workforce, an interdisciplinary policy and research collaboration between HKS and HBS. Rachel is the co-editor of the Harvard Education Press volume America’s Hidden Economic Engines: How Community Colleges Can Drive Shared Prosperity and a recipient of the Fischer Prize for outstanding social policy research and the Harvard Certificate of Distinction and Excellence in Teaching.
